Numeric Criteria Development
The information presented below gives a summary of state progress towards the development of numeric criteria. The information comes from EPA’s “State Adoption of Numeric Nutrient Standards (1998-2008)” report, current water quality standards, program activity measures, and nutrient criteria development plans. Links to the Missouri’s Nutrient Criteria Plan and state water quality standards are also provided.

Statewide Criteria
The information on this tab shows EPA-approved nutrient criteria for Missouri’s waterbodies. The language presented below comes directly from state water quality standards and applies to all waterbodies within the state (unless a waterbody type or designated use is noted). Criteria applicable to specific waterbodies within the state can be found on the “Site-specific Criteria” tab. For more information, refer to the Missouri water quality standards.
The following information reflects Missouri’s water quality standards posted to the Water Quality Standards Repository as of October 2011 (EPA-approved August 2011).
10 CSR 20-7.031 Water Quality Standards
(3) General Criteria. The following water quality criteria shall be applicable to all waters of the state at all times including mixing zones. No water contaminant, by itself or in combination with other substances, shall prevent the waters of the state from meeting the following conditions:
(C) Waters shall be free from substances in sufficient amounts to cause unsightly color or turbidity, offensive odor or prevent full maintenance of beneficial uses;
(4) Specific Criteria. The specific criteria shall apply to classified waters. Protection of drinking water supply is limited to surface waters designated for raw drinking water supply and aquifers. Protection of whole body contact recreation is limited to classified waters designated for that use.
(G) Turbidity and Color. Water contaminants shall not cause or contribute to turbidity or color that will cause substantial visible contrast with the natural appearance of the stream or lake or interfere with beneficial uses.
