Federal Implementation Plan for Oil and Natural Gas Production Facilities on the Fort Berthold Indian Reservation

On March 1, 2013, the EPA Acting Administrator Bob Perciasepe signed the final rule "Federal Implementation Plan for Oil and Natural Gas Well Production Facilities, Fort Berthold Indian Reservation, North Dakota" (FBIR Oil and Gas FIP). The final rule was published in the Federal Register (FR) on March 22, 2013.

The FBIR Oil and Natural Gas FIP is a federal rule that applies to oil and natural gas operations producing from the Bakken Pool on the Fort Berthold Indian Reservation in North Dakota only. The FIP requires owners and operators of oil and natural gas well production facilities to reduce emissions of volatile organic compounds from oil and natural gas well completions, recompletions, and production and storage operations.

Below are the FR notices for the proposed, interim final and final FBIR Oil and Gas FIP. The background documents supporting the development of the interim final rule are part of the rule docket which is available on the website under Docket ID EPA-R08-OAR-2012-0479. Background documents supporting the development of the final rule will be available for viewing in the docket upon publication of the final rule in the FR.
