Environmental Regulations and Technology: Control of Pathogens and Vector Attraction in Sewage Sludge
(a.k.a. the "White House Document")
Note: this is a 8.4 MB file. To download this large document chapter by chapter, please visit EPA's National Risk Management Research Laboratory page linking to each the report's 12 chapters and 10 appendices.

The above report gives broad information on significance of pathogen control to protect public health and environment, current federal requirements, vector attraction issues, sampling and analysis protocols to meet quantitative requirements, approvals from EPA Pathogen Equivalency Committee and general references and additional resources. The Appendices provide additional information on determination of volatile solids and residence time for digestion, sample preparation and analytical methods for meeting the Part 503 pathogen reduction requirements, tests for demonstrating vector attraction reduction, and additional references on pathogen research and technical background to regulations.

  3. Biosolids Management Handbook (1999)

Section 1 of the Handbook (194 KB). Contents:Summary of 40 CFR Part 503 Standards for the Use or Disposal of Sewage Sludge;United States Regulations and Practical Experience on Biosolids Reuse and Disposal.

Section 2 of the Handbook (688 KB). Contents:Biosolids Analysis Methods;Analytical Methods for Organic Pollutants in Biosolids;Toxicity, Biosolids, and the TCLP Test;Biosolids Sampling Guidance for Publicly Owned Treatment Works;Biosolids Management Plan;Public Education;Pathogen and Vector Attraction Reduction Methods;Practical Guide to Small Scale Composting;Conservation Tillage and Wind Erosion Techniques;Setbacks and Buffers for Land Application;Metals Availability vs. pH and How Your Biosolids Compare to the National Average;Micro-Nutrients vs. Toxic Metals;Part 258-Criteria for Municipal Solid Waste Landfills;Biosolids Application to Rangelands;Groundwater Monitoring;Supplemental References;Searching for Information on the World Wide Web.

Section 3 of the Handbook (716 KB). Contents:To Calculate Pollutant Limits; Percent Total Solids; Dry Weight Basis; Annual Whole Sludge Application Rate (AWSAR);Agronomic Rate for (N);Annual Pollutant Loading Rate (APLR);Cumulative Pollutant Loading Rate (CPLR);Specific Oxygen Uptake Rate (SOUR);Density of Microorganisms;Annual Application Rate for Domestic Septage;Volatile Solids Reduction;Assessment Document for Compliance with Sludge Quality Requirements for POTWs which Utilize Aerobic Digestion and Land Application of Sludge;Assessment Document for Compliance with Sludge Quality Requirements for POTWs which Utilize Anaerobic Digestion and Land Application of Sludge; Manure Spreader Calibration; Metric/English Conversion Tables.

Section 4 of the Handbook (88 KB). Choosing a lab with the necessary capabilities is often difficult; ensuring that lab personnel follow your directions and the requirements of 40 CFR Part 503 can be even more difficult. If you forget all the information contained within this Laboratory Section, please remember one crucial point: You're responsible for ensuring that approved analytical methods are followed and accurate reports generated, not the lab This section was developed to provide you with information you will need to choose a laboratory, and contains the following sections:Laboratory Certification; Finding a Laboratory;Example Analysis Request Form; Questions to Ask When Choosing a Lab.
